Tender Notice for The Provision of Third-Party Monitoring Services
The Norwegian Refugee Council (NRC) has been designated as the Project Executing Agency (PEA) for the Building for Peace Facility (B4PF) program funded by KFW. With an initial budget allocation of € 15 million for the period of 2023-2026, NRC is committed to implementing B4PF programs in the Middle East and North Africa (MENA) region.
A key risk to the effective oversight of this portfolio is the potential limitation of KfW's access to many fragile areas within the MENA region, where B4PF programs may be implemented. To mitigate this risk and ensure the highest standards of program delivery, NRC is seeking a reputable, licensed firm for the establishment of a two-year Framework Agreement, with the possibility of extension for an additional period, subject to the satisfactory performance of the selected firm, for the provision of Third-Party Monitoring services across the B4PF program portfolio. The initial budget for these services is € 10 million, with the possibility of additional funding to expand the scope and duration of the contract.
The geographic focus for these services is initially expected to be Yemen – Internationally Recognized Government and Iraq, with potential expansion to other MENA countries. NRC is seeking a single bidder capable of delivering third-party monitoring services, either directly or through a network of qualified subcontractors, in selected areas within the MENA region.
